Regional distribution of United States foreign aid in 2004 is as follows (excluding funds for reconstruction in Iraq and Afghanistan, which totaled more in FY2004 than all other U.S. foreign aid programs combined): 38.4% to the Middle East, 18.3% to Africa, 17.3% to South Asia, 11.4% to Europe/Eurasia, 11.4% to Latin America, and 3.1% to East Asia.
